                  <dc:description>This paper presents an analysis of a phenomenon known as &quot;The Relative Age&quot; effect. When assessing the innate ability (or talent) of individual children who are grouped into age cohorts, systematic errors occur due to differences in biological maturity. A structural model of a multi-period progression through levels (or grades) that employs screening and selection is developed.
